Constitutional Rights
The First, Fourth, Fifth, Eighth, and Fourteenth Amendments protect speech, petition, privacy, due process, bodily integrity, equal protection, and limits on punishment. Federal civil-rights laws, surveillance statutes, and human-subject protections add enforceable boundaries.
Executive Order 13526 states that information may not be classified to conceal violations of law. Executive Order 12333 also says intelligence activity must remain consistent with the Constitution and federal statutes.
Classification Does Not Place Any Agency Above the Law.
