An international government-outreach, research, documentation, and advocacy campaign advancing protections for the brain, neural information, mental processes, cognitive autonomy, and neurological integrity.

The Objective

Establish protections before technological capability outpaces the law.

Governments should understand emerging technologies capable of interacting with the human brain and nervous system, establish protections before those capabilities outpace existing law, and clearly define their sovereign position regarding unauthorized technological interference with people within their borders.

Neurotechnology is no longer solely a question for the future. International institutions are already examining technologies capable of accessing, monitoring, assessing, or influencing the brain and nervous system. The initiative brings these issues directly to governments around the world.

Individual Protection

What Is Cognitive Sovereignty?

Individual cognitive sovereignty means that every person should have meaningful protection over their brain, neural information, mental processes, cognitive autonomy, and neurological integrity.

National cognitive sovereignty means governments have the authority and responsibility to protect people within their jurisdiction from unauthorized foreign technological activity capable of accessing neural information or interfering with neurological or cognitive functions.

  • Establish protections against non-consensual neurological experimentation or interference.
  • Treat cognitive security as an emerging national-security issue.
  • Preserve channels for victims, witnesses, and whistleblowers to present evidence.
  • Develop international standards protecting cognitive liberty and neurological integrity.

Supporting Governments

Evidence and research, not predetermined conclusions.

The Cognitive Freedom Coalition and TARGETED.ARMY maintain research and documentation concerning historical government programs, emerging neurotechnology, brain-computer interfaces, directed-energy technology, surveillance technologies, patents, scientific literature, government records, hearings, testimony, and related subjects.

Individual allegations are not automatically treated as established fact. Claims require independent evaluation and appropriate evidence. Reported experiences can still provide investigators with leads, recurring allegations, potential witnesses, documentation, and questions that warrant examination.

Where evidence establishes a fact, it should be identified as fact. Where something remains an allegation, it should be identified as an allegation. Where an emerging capability creates a foreseeable risk, governments should not have to wait for widespread abuse before establishing protections.

From Evidence to Diplomacy

Model materials for peaceful government action.

The initiative develops country-specific outreach and model diplomatic materials that governments can independently review, modify, and use through proper legal and diplomatic channels. They address cessation, disclosure, evidence preservation, investigation, sovereignty, and international standards.

Why This Matters Now

Governance is already changing.

International policy discussions increasingly address mental integrity, human dignity, freedom of thought, cognitive liberty, mental privacy, brain data, and anticipatory governance. Governments can establish protections now instead of constructing them only after technology has surpassed existing legal frameworks.

Country by Country

An international campaign built for national context.

Every country has different laws, constitutional protections, security relationships, diplomatic agreements, privacy frameworks, and institutions. The materials are therefore customized rather than reduced to one identical letter. Some countries may approach the issue through privacy and human rights; others through national security, medical ethics, human experimentation, telecommunications security, or emerging-technology regulation.

Researchers, attorneys, scientists, policymakers, journalists, witnesses, whistleblowers, and people reporting potential violations may possess information relevant to this work. The initiative will continue gathering, organizing, and preserving material that can help governments understand documented technological development and allegations concerning potential misuse.

Our goal is to move the issue from reports to evidence, evidence to investigation, investigation to policy, and policy to international protection.

A nation's borders should not become meaningless simply because technology can cross them remotely. The human mind should not become an unprotected domain simply because technology develops the ability to interact with it.
