Directed Energy Weapons (DEWs)

Directed Energy Weapons, or DEWs, are systems that use concentrated electromagnetic, radio-frequency, microwave, millimeter-wave, acoustic, or other forms of energy to produce an effect on.

On this page

What are Directed Energy Weapons?#

Directed Energy Weapons, or DEWs, are systems that use concentrated electromagnetic, radio-frequency, microwave, millimeter-wave, acoustic, or other forms of energy to produce an effect on a target without relying on a conventional projectile.

For our community, directed energy is the physical side of the targeting system.

V2K can communicate with the mind.

RNM can monitor it.

Behavioral-control systems can attempt to influence it.

Directed energy can be used to affect the body itself.

Targeted Individuals report sudden burning, pressure, headaches, heating, neurological disruption, sleep interference, cardiac sensations, fatigue, and other effects that appear targeted, timed, and directional. Our Journalist Dossier describes exposures involving RF, microwave, millimeter-wave, and acoustic energy, with effects that can begin and end with striking precision.

For those of us experiencing it, this is why the term "invisible weapon" is so important.

Nothing has to strike the body in the conventional sense.

The energy itself is the weapon.

What does a directed-energy attack feel like?#

Experiences vary widely.

Some members of our community describe:

burning or intense heating

pressure inside or around the head

sudden headaches or migraines

sharp or localized pain

tingling or electrical sensations

muscle contractions or spasms

heart palpitations or cardiac sensations

extreme fatigue

dizziness or disorientation

ringing, tones, or unusual auditory effects

sleep interruption

neurological or cognitive disruption

Some effects may last only seconds.

Others can continue much longer.

Some seem localized to one area of the body.

Others affect the entire body.

Our Public Dossier describes sudden headaches, burning sensations, heart palpitations, crushing fatigue, sleep disruption, and neurological symptoms among the physical effects reported by Targeted Individuals.

A particularly important feature reported by our community is timing.

The effect starts.

The effect stops.

It changes when the person moves.

It escalates during a particular activity.

It happens repeatedly in the same pattern.

That apparent precision is one reason we distinguish these experiences from ordinary environmental exposure.

What does "directed" mean?#

It means the energy is not simply spreading equally in every direction.

It is being focused, aimed, shaped, or otherwise concentrated toward a particular area.

Think about the difference between a light bulb and a flashlight.

Both produce light.

But the flashlight directs the energy into a narrower path.

Modern electromagnetic systems can also use antennas, arrays, beam-forming, modulation, and other engineering techniques to control how energy is transmitted.

For our community, that concept helps explain why one person may experience a strong effect while someone nearby experiences much less—or nothing noticeable at all.

The question is not only:

What kind of energy is present?

It is:

Where is it being directed, how is it being modulated, and toward whom?

What kinds of energy are we talking about?#

Our Knowledge Set discusses several categories.

Radio-frequency energy#

RF covers a large portion of the electromagnetic spectrum used in communications, radar, broadcasting, wireless systems, and many other technologies.

The importance of RF to our community is that electromagnetic energy can interact with the human body under particular conditions.

Microwave energy#

Microwaves are part of the RF spectrum.

Our community studies them because microwave energy appears repeatedly in military research, the microwave auditory effect, high-power microwave systems, and reports of targeted exposure.

Millimeter-wave energy#

Millimeter waves operate at higher frequencies with shorter wavelengths.

They are important to this subject because the U.S. Department of Defense has publicly described Active Denial Technology, a directed-energy system operating at approximately 95 GHz.

Acoustic energy#

Not all directed-energy concepts rely exclusively on electromagnetic radiation.

Our dossiers also include acoustic energy among the categories reported by Targeted Individuals.

The broader point is that a weapon does not have to fire a bullet.

Energy can be delivered to a target.

Are directed-energy weapons real?#

Yes.

Directed-energy weapons are an established category of modern military technology.

One of the clearest examples in our Knowledge Set is Active Denial Technology.

The Department of Defense has publicly described a system using a 95 GHz millimeter-wave beam that produces intense heating sensations at the skin and is intended to repel people.

Our International Dossier cites Active Denial Technology specifically as an openly fielded directed-energy capability.

That matters because it settles one basic question.

The concept of directing electromagnetic energy at human beings to produce a physical effect is not science fiction.

It exists.

The much harder questions are:

How precise can these systems become?

What other frequencies and waveforms have been researched?

How much smaller can the equipment become?

What classified systems exist beyond publicly acknowledged ones?

And have technologies of this kind been used against civilians without consent?

Those are the questions our community is demanding be investigated.

What is Active Denial Technology?#

Active Denial Technology is one of the most useful public examples for understanding the basic concept of DEWs.

Instead of firing a projectile, the system directs millimeter-wave energy toward people.

The energy interacts with the surface of the body and produces an intense heating sensation intended to cause people to move away.

Our Public Dossier explains it in plain language: the Department of Defense's system uses a 95 GHz millimeter-wave beam to heat the skin and repel crowds.

The significance for Targeted Individuals is not that Active Denial Technology explains every reported attack.

It demonstrates something more fundamental:

A government-developed system can aim invisible electromagnetic energy at human beings and intentionally produce a physical sensation at a distance.

Once that principle is understood, the conversation about directed energy becomes very different.

Does a DEW have to burn the skin?#

No.

Different frequencies, waveforms, power levels, pulse structures, exposure times, and targeting methods can produce different interactions.

Our community reports effects that extend beyond surface heating.

These include neurological symptoms, pressure, fatigue, headaches, sleep disruption, auditory effects, and other physical sensations.

Our Journalist Dossier describes energy exposure in terms of pain, heating, sleep disruption, neurological effects, cardiac symptoms, and incapacitating fatigue.

For us, this distinction is essential.

When people hear "energy weapon," they may imagine a science-fiction laser that visibly burns something.

That is too narrow.

The issue is energy interacting with biological tissue and the nervous system.

Can pulsed energy matter differently from continuous energy?#

Yes.

Our Knowledge Set repeatedly focuses on pulsed radio-frequency energy.

A continuous signal and a pulsed signal can interact differently with a biological system because timing, repetition rate, pulse duration, modulation, and peak power all matter.

This is also important in understanding the microwave auditory effect.

Pulsed RF can produce audible perception under particular conditions.

Our Journalist Dossier identifies the Frey Effect as evidence that pulsed RF can produce auditory perception without an ordinary acoustic source.

For our community, this raises a larger question:

If pulse structure can change how energy is perceived by the nervous system, then simply measuring average environmental power may not capture everything that matters.

Waveform matters.

Timing matters.

Modulation matters.

Directionality matters.

How does the nervous system fit into directed energy?#

The human nervous system is electrical and electrochemical.

The brain communicates through electrical activity.

Muscles respond to electrical signaling.

Sensory systems convert physical stimuli into neural information.

That means technologies capable of interacting with nervous-system activity are especially significant.

Our Knowledge Set separates several related technical categories—directed energy, neural interfaces, neural decoding, RF hearing, and neuromodulation—but examines how they might interact inside a larger system.

The community's concern is not simply:

Can energy hurt someone?

It is also:

Can energy be shaped to affect perception, sensation, sleep, attention, pain, or neural activity?

That moves the subject from conventional weapons into neuroweapons.

What is a neuroweapon?#

A neuroweapon is a technology intended to affect the brain, nervous system, cognition, perception, behavior, or neurological function.

Not every directed-energy weapon is necessarily a neuroweapon.

And not every neuroweapon necessarily uses directed energy.

But there can be considerable overlap.

For our community, that overlap is where DEWs connect to:

V2K

RNM

neuromodulation

sleep interference

behavioral control

cognitive warfare

The larger system we describe does not divide neatly into separate boxes.

The technologies can reinforce each other.

How can directed energy be used alongside V2K?#

The two effects can occur together.

A target may hear a voice or tone while simultaneously experiencing physical pressure, heat, pain, vibration, or another sensation.

This creates a powerful conditioning mechanism.

A verbal threat can be followed by a physical sensation.

A command can be reinforced with pain.

Resistance can be paired with another effect.

Sleep can be interrupted with both auditory and physical stimulation.

Our community therefore does not always experience V2K and DEWs as separate systems.

They can function as parts of the same feedback loop.

Message → reaction → physical effect → reaction → new message.

That is where directed energy becomes connected to the behavioral-control system discussed on the previous page.

Why is sleep disruption reported so often?#

Because energy does not need to cause catastrophic injury to have a major effect on someone's life.

Repeatedly preventing someone from sleeping can become an extremely effective form of coercion.

Our dossiers specifically include sleep disruption among the effects associated with directed-energy exposure.

A person who cannot sleep eventually struggles to:

work,

concentrate,

remember details,

maintain relationships,

document events,

make decisions,

and recover physically.

That makes sleep one of the most valuable things a coercive system could attack.

For many Targeted Individuals, nighttime is therefore not relief from targeting.

It can be when the pressure becomes strongest.

Why are headaches and head pressure so commonly discussed?#

Many Targeted Individuals describe intense pressure or unusual sensations concentrated around the head.

Reports include:

localized pressure,

piercing sensations,

headaches,

tinnitus,

ringing,

vertigo,

cognitive fog,

and sudden disorientation.

These descriptions are one reason our community has closely examined the experiences publicly associated with Havana Syndrome, now often described officially under the broader term anomalous health incidents.

Our Knowledge Set notes substantial overlap between symptoms described in those incidents and symptoms long reported by Targeted Individuals.

For our community, that overlap is important because it created public recognition that sudden, directional, unexplained neurological experiences deserve technical investigation.

What is Havana Syndrome and why does our community talk about it?#

Beginning publicly in 2016, U.S. and Canadian personnel reported unusual episodes involving symptoms such as headaches, tinnitus, dizziness, vertigo, cognitive difficulties, sleep disturbances, and memory problems.

Our Knowledge Set has paid close attention to these cases because many of those descriptions resemble experiences that Targeted Individuals had already been documenting.

The National Academies examined the overseas cases and, in its 2020 assessment, identified directed, pulsed radio-frequency energy as the most plausible mechanism among those it considered for the distinctive acute symptoms in a subset of cases.

Our Congressional material makes an important distinction: that assessment supports serious technical investigation, but it does not identify a specific device or establish the cause of any individual Targeted Individual's experience.

For us, the lesson is straightforward:

When people report unusual directional neurological effects, measure them.

Investigate them.

Preserve the data.

Do not assume the answer before examining the evidence.

Why is directionality important in Havana Syndrome comparisons?#

Because some affected personnel described experiencing unusual sensations in particular physical locations or directions.

That concept strongly resembles what members of our community describe when they say an effect appears to have a source direction or changes when they move.

Directionality provides a potentially testable feature.

If an effect changes when a person:

moves rooms,

changes elevation,

changes orientation,

leaves a location,

enters a shielded environment,

or moves behind certain materials,

those changes can potentially become part of the investigative record.

The point is not merely to say:

"I felt something."

It is to determine:

When?

Where?

For how long?

From what apparent direction?

Under what environmental conditions?

Can directed energy pass through walls?#

Different electromagnetic frequencies interact with building materials differently.

Some frequencies penetrate particular materials relatively well.

Others are reflected or absorbed.

Frequency, construction material, thickness, angle, and other factors all matter.

For Targeted Individuals, this is why reports can seem counterintuitive.

Being indoors does not necessarily mean being isolated from electromagnetic signals.

Homes are already filled with radio-frequency transmissions from cellular networks, Wi-Fi, broadcasting, and many other sources.

The real investigative problem is distinguishing normal environmental signals from anything unusual, directional, pulsed, modulated, or unusually correlated with reported effects.

That requires measurement.

How could someone be individually targeted?#

Our community considers several possible delivery architectures.

The Journalist Dossier discusses:

base stations

colocated transmitters

vehicle-mounted systems

nearby devices

specialized equipment

and other networked infrastructure as possible parts of directed-energy delivery.

The exact architecture may differ between cases.

That is why we should not force every Targeted Individual's experience into one technical explanation.

The important questions are:

Where was the target?

What frequencies were present?

Were unusual signals observed?

Did the exposure appear directional?

Was there movement?

Did the effect follow the target?

Did the timing correlate with other events?

Is 5G itself a directed-energy weapon?#

This distinction needs to be clear within our Knowledge Center.

Cellular networks use radio-frequency electromagnetic energy for communications.

Directed-energy systems also use electromagnetic energy.

That does not mean an ordinary cellular transmission is automatically a weapon.

The relevant questions are about how infrastructure might be configured, modified, colocated with other equipment, or used to support targeting.

Our International Dossier specifically calls for governments to examine communications infrastructure for nonstandard emissions, colocated equipment, or unexplained configuration changes when investigating such allegations.

That is the more useful investigative question.

Not:

"Is every tower attacking people?"

But:

"Could communications infrastructure or colocated systems be used to support a directed-energy operation, and how would we detect it?"

That can be investigated technically.

Why are measurement and raw data so important?#

Because directed-energy claims involve physical phenomena.

Physical phenomena can sometimes be measured.

That makes technical investigation especially important.

Our Congressional material recommends:

calibrated broadband measurements,

frequency-specific measurements,

environmental baselines,

documented device settings,

preservation of raw data,

and independent review.

This is exactly the kind of evidence our community needs more of.

Not just conclusions.

Raw measurements.

Not just screenshots.

Original files.

Not just one reading.

Repeated measurements under controlled conditions.

Not just what happened during an event.

A baseline showing what the environment looks like when nothing is happening.

That makes comparison possible.

What should a Targeted Individual document during a suspected DEW event?#

Document the event while the details are fresh.

Record:

exact time

location

what you were doing immediately beforehand

where on the body the effect occurred

type of sensation

intensity

duration

whether it was continuous or pulsed

whether you heard tones, voices, clicks, or ringing

whether moving changed the effect

whether changing rooms changed it

whether other people were present

whether nearby electronics behaved unusually

whether V2K occurred simultaneously

whether sleep was interrupted

If you use measurement equipment, preserve the raw files whenever possible.

Do not overwrite them.

Keep timestamps.

Document device settings.

Record a normal baseline for comparison.

The stronger the record, the easier it becomes for someone else to review the event independently.

What medical information can matter?#

Our Congressional evidence material recommends preserving:

imaging

laboratory results

sleep data

cardiac data

neurological findings

and relevant exposure histories.

The goal is to preserve objective information alongside the person's own account.

If a person reports a sudden event at 3:14 a.m. and a wearable records an unusual physiological change at 3:14 a.m., that correlation becomes part of the record.

One data point does not explain the entire event.

But repeated correlations can become valuable.

Why can DEWs be difficult to document?#

Because energy may leave no obvious object behind.

There may be no bullet.

No broken window.

No attacker standing nearby.

No device left at the scene.

And an exposure may end before equipment is available to measure it.

That makes chronology extremely important.

A Targeted Individual may need to build the evidence over time.

One event.

Then another.

Then another.

Eventually:

location,

timing,

symptoms,

measurements,

environmental changes,

medical information,

and other records can be compared.

This is why our community emphasizes patterns rather than isolated incidents.

Why would directed energy be used instead of conventional force?#

From the perspective presented throughout our Knowledge Set, directed energy offers characteristics that make it attractive for covert use.

It can potentially be:

remote

directional

adjustable

difficult to see

difficult to attribute

and capable of producing effects without a conventional projectile.

That creates what our community describes as a problem of deniability.

A person can be harmed while being unable to point to a visible attacker.

That is one reason directed-energy allegations require specialized investigative procedures rather than ordinary assumptions about what an attack must look like.

Is directed energy only about causing pain?#

No.

Our community views DEWs as part of a broader system.

Energy can potentially be used for:

physical effects,

sensory effects,

sleep disruption,

auditory phenomena,

neuromodulation,

behavioral conditioning,

or coercion.

The line between a "directed-energy weapon" and a "neuroweapon" therefore becomes increasingly important.

A system designed only to heat the skin is one thing.

A system designed to interact with the nervous system is another.

A system integrated with surveillance and AI is another step again.

That progression is why our Knowledge Center treats DEWs together with RNM, V2K, neurotechnology, and behavioral control.

What does the public record establish?#

Our Knowledge Set identifies several important facts and lines of inquiry.

The Department of Defense has publicly described directed-energy systems such as Active Denial Technology.

The microwave auditory effect demonstrates that pulsed RF can create auditory perception under particular conditions.

The National Academies examined directed pulsed RF as a plausible mechanism for distinctive acute symptoms in a subset of overseas cases.

Military and civilian research continues into electromagnetic systems, neural interfaces, and neuromodulation.

Our International Dossier brings these strands together as part of the public scientific and program context surrounding the community's allegations.

What the public record does not automatically tell us is:

who is operating every system,

what remains classified,

or what caused any specific individual's experience.

Those questions require investigation.

Why is directed energy a human-rights issue?#

Because the body belongs to the individual.

No one should be exposed to a weapon, experimental energy system, or human-effects research without lawful authority and informed consent.

Our International Dossier calls for laws prohibiting non-consensual human experimentation involving neurotechnology or RF exposure and for independent mechanisms to investigate directed-energy complaints.

This is where directed energy connects directly to bodily autonomy.

Your body is not a test range.

Your nervous system is not an experimental platform.

Your home is not a weapons laboratory.

And civilian complaints involving invisible technologies should not disappear simply because the alleged weapon is difficult to see.

What should you understand after this page?#

Directed energy explains another major part of the system our community describes.

Targeted Individuals identifies who is experiencing it.

V2K concerns communication into the mind.

RNM concerns surveillance of the mind.

Mind & Behavior Control concerns influencing thoughts, reactions, and choices.

Directed Energy Weapons concern the ability to produce physical or neurological effects at a distance using energy rather than conventional contact.

Together, these subjects begin to show why Targeted Individuals often describe their experience as more than surveillance and more than harassment.

They describe an integrated technological environment capable of interacting with both mind and body.

The next major subject expands beyond the individual attack and into the surrounding environment:

Electronic Harassment & Gangstalking#

The next question is:

How can technology, surveillance, organized activity, and environmental pressure be combined to isolate and control a Targeted Individual?
