What is Remote Neural Monitoring?#

Remote Neural Monitoring, or RNM, is the term our community uses for the non-consensual observation, interpretation, and analysis of a person's neural activity and cognitive state from a distance.

For Targeted Individuals, RNM is the experience of having the boundary around the mind breached.

Thoughts that should remain private appear to be known.

Internal speech appears to be detected.

Emotional reactions appear to be monitored.

Attention, intention, imagery, and sometimes even thoughts that have not yet been spoken aloud can seem to trigger immediate responses.

Our Human Rights Dossier describes RNM as the real-time monitoring, decoding, and recording of brain activity, emotional states, attention, and cognitive processes from remote positions.

For our community, this is one of the central violations behind the entire targeting experience.

V2K is about information being sent into the mind.

RNM is about information being taken out of it.

When the two operate together, they create the experience many of us describe as synthetic telepathy.

What does RNM feel like?#

One of the most common descriptions is simple:

"They know what I'm thinking."

A person thinks something privately and immediately hears a response through V2K.

They silently form a sentence and it is repeated back.

They consider doing something and the system appears to react before they physically move.

They imagine an image and receive commentary about it.

They experience an emotion and the communication changes accordingly.

These experiences can create the sense that there is no longer a meaningful separation between thought and observation.

Our Community Intelligence material describes reports of inner thoughts being repeated in real time, thoughts being anticipated before speech, simulated versions of one's own voice, and apparent inserted ideas or feelings.

For someone living with RNM, privacy is no longer simply about whether a telephone is tapped or a computer is monitored.

The private space at issue is the mind itself.

What does "thought decoding" mean?#

Thought decoding is the attempt to translate patterns of brain activity into meaningful information.

Our Knowledge Set describes it as analyzing neural signals and associating those patterns with things such as:

internal speech

visual imagery

emotional states

intended movement

attention

pre-speech activity

recognizable words or concepts

In the material, AI models are described as learning relationships between neural patterns and the mental activity associated with them.

The basic concept is not difficult to understand.

The brain produces measurable electrical activity.

Different mental processes create different patterns.

If enough patterns are recorded and compared with known actions, words, images, or responses, software can learn relationships between the signal and the activity.

That is the foundation of neural decoding.

The major question raised by RNM is how far that process can be extended remotely.

Isn't brain activity normally measured with equipment attached to the person?#

Traditional neuroscience often uses instruments close to or attached to a subject.

EEG places electrodes on the scalp.

fMRI requires a person to enter a large scanner.

Other brain-computer interfaces may use implanted electrodes or external sensors.

But military and neuroscience research has increasingly pursued non-invasive interfaces.

Our Knowledge Set includes DARPA's Next-Generation Nonsurgical Neurotechnology, or N3, among the programs exploring brain-machine communication without conventional implanted electrodes. Silent Talk also explored decoding pre-speech neural activity using signal processing and machine learning.

For our community, these programs matter because they demonstrate the larger direction of the technology:

better signal processing

better neural decoding

better machine learning

faster interpretation

The distance between a laboratory BCI and the RNM described by Targeted Individuals is one of the major subjects we believe requires serious investigation.

What is a neural signature?#

Our community frequently uses terms such as neural signature, brainwave signature, or cognitive fingerprint.

The concept is that patterns in an individual's biological or neural activity can be distinguished from those of other people.

That matters because a remote monitoring system would face an obvious problem:

How does it know which person to monitor?

Our knowledge materials describe models in which an individual is first identified or "locked onto," after which neural or biometric information is continuously analyzed.

The exact mechanisms proposed across the corpus vary, and the Knowledge Set does not establish one universally agreed technical architecture.

What is consistent is the concept of persistent identification.

The person is not merely detected once.

They remain associated with the system over time.

This is why Targeted Individuals often report that the experience continues after moving between rooms, buildings, cities, or states.

Can RNM monitor more than words?#

According to reports collected in our community, yes.

The experience is not limited to internal speech.

People describe apparent monitoring of:

emotions

visual imagery

intentions

attention

memories

anticipated movement

physical reactions

stress responses

Our Human Rights Dossier specifically includes brain activity, emotional states, attention, and cognitive processes within what our community describes as neural surveillance.

That distinction matters.

If the technology were limited to detecting words, it would resemble an extremely invasive communication interception system.

If it can identify emotional responses, attention, imagery, and intention, it becomes something broader:

behavioral surveillance.

How does internal speech fit into RNM?#

Most people maintain some form of internal dialogue.

You think through decisions.

You rehearse what you are going to say.

You silently read words.

You imagine conversations.

You construct sentences before saying them.

Neuroscience calls some of the neural activity preceding actual speech pre-speech activity or subvocalization.

Our Knowledge Set discusses this directly in connection with DARPA's Silent Talk research. Silent Talk focused on identifying neural patterns associated with intended words before those words were spoken, using EEG, signal processing, and machine learning.

For Targeted Individuals, that research has obvious significance.

Many people reporting RNM describe the system reacting not to what they say aloud, but to the sentence they were about to say.

That is why internal speech is one of the most important concepts for understanding RNM.

What was Silent Talk?#

Silent Talk was a DARPA research initiative focused on communication through neural activity rather than ordinary speech.

The concept was to detect neural patterns associated with intended speech, identify those patterns, and translate them into usable information.

Our Knowledge Set describes the project as using EEG, signal processing algorithms, and machine learning to identify consistent brainwave patterns associated with words and convert those signals into text or commands.

The importance of Silent Talk is not that it proves every claim made about RNM.

It is that it demonstrates a critical technological direction:

the military has openly researched communication based on decoding the brain activity that precedes speech.

For a community reporting that its internal speech is being monitored, that research deserves attention.

How does artificial intelligence fit into RNM?#

The human brain generates enormous amounts of complex information.

Raw neural data by itself is not useful unless it can be interpreted.

That is where AI becomes important.

Machine-learning systems can be trained to detect patterns inside huge datasets.

In a neural-monitoring system, AI could theoretically perform tasks such as:

identifying recurring signal patterns,

associating patterns with words or actions,

detecting emotional changes,

predicting likely behavior,

building individualized models,

and improving its interpretations over time.

Our Journalist Dossier describes AI processing neural or biometric information to infer activity, emotional states, and attention and then adapting the system based on the results.

The key concept is learning.

A system does not necessarily have to perfectly understand a person's brain on day one.

It can observe.

Compare.

Make predictions.

Measure whether the predictions were correct.

Then adjust.

Over time, the model becomes increasingly personalized.

What is a cognitive map?#

A cognitive map, in the way our community uses the term, is a continually developed model of an individual's mental and behavioral patterns.

Imagine a system cataloging:

what frightens you,

what calms you,

what attracts your attention,

how you respond to particular words,

your routines,

your memories,

your relationships,

your internal vocabulary,

your emotional triggers,

and the ways you react under stress.

Our Knowledge Set describes related systems as building individualized neural fingerprints containing thought patterns, memories, and vulnerabilities.

For us, this is one of the most disturbing possibilities of long-term neural surveillance.

The issue is not merely that today's thought could be observed.

It is that years of cognitive information could be accumulated into an increasingly detailed model of the person.

Why would someone want to monitor a person's thoughts?#

Within our Knowledge Set, the purposes attributed to RNM include several possibilities.

One is surveillance.

Knowing what someone intends to say or do before they act would represent an intelligence capability far beyond conventional wiretapping.

Another is interrogation.

If internal responses can be monitored, questioning no longer requires spoken answers.

Another is behavioral prediction.

Patterns of thoughts, emotions, and reactions could potentially be used to predict future behavior.

Another is experimentation.

A target could be exposed to a stimulus, monitored for a response, exposed to a modified stimulus, and monitored again.

Another is behavioral control.

When RNM is combined with V2K or other forms of stimulation, the system described by our community becomes a feedback loop.

Observe.

Respond.

Measure.

Adapt.

Our Knowledge Set explicitly discusses this possibility when describing the integration of neural decoding with V2K and related systems.

What is the difference between ordinary surveillance and RNM?#

Ordinary surveillance monitors what leaves the person.

A phone call.

An email.

A search query.

A GPS location.

A financial transaction.

A camera image.

RNM concerns what happens before anything leaves the person.

Our Community Intelligence material makes that distinction directly: traditional surveillance collects external communications and behavior, while thought decoding concerns internal brain activity, emotions, and internal speech before external communication occurs.

That difference changes everything.

Encryption can protect a message.

You can leave your phone at home.

You can close your laptop.

You can refuse to answer a question.

But none of those protections work if the object being monitored is the mental process that occurs before the message exists.

That is why RNM represents the ultimate surveillance question.

How does RNM connect to V2K?#

Think of them as opposite directions of the same interface.

RNM reads.

V2K writes.

With RNM alone, information appears to leave the person's mind.

With V2K alone, information appears to enter it.

Put them together and you get a closed communication loop:

thought → detection → analysis → response → V2K → reaction → detection again

That loop helps explain one of the most commonly reported experiences in our community:

A person silently thinks something.

The system immediately answers.

The person reacts internally.

The voice responds to that reaction.

The communication continues without ordinary speech ever occurring.

This is what we mean when we talk about synthetic telepathy.

Why does the system sometimes seem to know what someone will do before they do it?#

Prediction does not necessarily require supernatural knowledge.

People are patterned.

We have routines.

We use repeated language.

We respond predictably to familiar circumstances.

If a system continuously monitors someone, it could potentially combine neural information with ordinary surveillance data such as location, movement, schedules, communications, habits, and previous responses.

Then the system is not merely asking:

What is this person thinking?

It is also asking:

What will this person probably do next?

AI makes that distinction increasingly important because prediction can be based on enormous histories of previous behavior.

For someone experiencing RNM, highly accurate prediction can feel indistinguishable from direct knowledge of intention.

Why do Targeted Individuals sometimes hear their own thoughts repeated back?#

This is one of the clearest RNM experiences described in our Knowledge Set.

A thought occurs internally.

Then the same thought—or something extremely close to it—is apparently transmitted back through V2K.

That creates a kind of involuntary confirmation loop.

Think → hear the thought repeated.

Our Community Intelligence material specifically records reports of inner thoughts being repeated back in real time and of speech being anticipated before it is spoken.

For our community, this interaction between RNM and V2K is one of the strongest subjective indicators that the two systems are working together.

Can RNM be used to influence someone, not just observe them?#

Monitoring by itself is surveillance.

Monitoring combined with feedback creates something more powerful.

Suppose a system detects that a particular subject causes fear.

It could repeat that subject.

Then measure the reaction.

If another phrase produces anger, it could use that phrase instead.

If sleep deprivation makes someone easier to influence, the system could increase activity at night.

If particular memories produce distress, those memories could become recurring subjects.

The more information collected, the more individualized the interaction becomes.

This is why our community often speaks of RNM as part of a closed-loop control system, not simply a passive surveillance technology.

Our source material describes systems that sense, analyze, deliver effects, measure outcomes, and adapt based on the target's responses.

What evidence does our community examine?#

Our Knowledge Set does not rely on one document.

It brings together several categories.

There is public neurotechnology research, including brain-computer interfaces and programs such as Silent Talk and N3.

There are patents involving brain-wave analysis, RF hearing, nervous-system stimulation, and related technologies.

There are historical government programs involving surveillance, behavioral research, and non-consensual experimentation.

There are whistleblower and expert accounts.

And there are reports from Targeted Individuals themselves.

Our own background material makes an important distinction between these categories: a patent establishes that an invention was described, laboratory research establishes capability under particular conditions, and testimony records what a person reports experiencing. Those categories can inform one another, but they are not identical forms of evidence.

That distinction strengthens the investigation.

We do not need every piece of evidence to prove everything.

We need to understand what each piece actually tells us.

Why is RNM a human-rights issue?#

Because freedom means very little if the mind itself has no protected boundary.

Our Human Rights Dossier places RNM directly within the concepts of neural privacy and cognitive liberty. It describes non-consensual monitoring of brain activity and cognitive processes as an intrusion into the deepest level of human privacy.

The questions are fundamental:

Does a person own their neural data?

Can someone's internal speech be collected without consent?

Can thoughts be searched?

Can emotions become surveillance data?

Can a government or contractor build a permanent cognitive profile of a citizen?

Can neural information be shared between agencies?

Can it be retained forever?

Can it be used to predict behavior?

Can it be combined with technology that communicates back into the mind?

These questions define what we mean by cognitive liberty.

What is cognitive liberty?#

Cognitive liberty means that your mental processes belong to you.

Your thoughts should not become someone else's database.

Your internal speech should not become intelligence.

Your memories should not become search results.

Your emotions should not become targeting variables.

Your imagination should not become surveillance data.

Our Knowledge Set describes cognitive liberty as the right to think independently and autonomously, free from external monitoring or manipulation of mental processes.

For our community, cognitive liberty is not a future issue.

It is the right that sits at the center of RNM.

What should someone experiencing RNM document?#

Document what you directly observe.

If something appears to respond to an unspoken thought, record the exact sequence.

Write:

what you were thinking

whether you said anything aloud

what response occurred

how quickly it occurred

where you were

what devices or equipment were nearby

whether V2K was occurring at the same time

whether there were physical sensations

whether the experience changed after moving locations

whether the same pattern has happened before

If a thought is repeated back, record the original thought and the response as accurately as possible.

Do not rely on memory months later.

Create contemporaneous records.

Patterns are easier to examine when they are written down.

Why does documentation matter so much?#

RNM is inherently difficult to document because the event being described occurs inside the person's private cognitive experience.

That makes external context especially important.

Time.

Location.

Sequence.

Repeated patterns.

Correlated events.

Other forms of surveillance.

Changes in environment.

Medical or physiological measurements where relevant.

The goal is to gradually turn an invisible experience into a structured record.
