What DARPA calls "neuroplasticity training" is, in practice, the same mechanism used in V2K (Voice to Skull) and electronic harassment. When they say they can "speed up learning" by stimulating the vagus nerve, they are admitting they can inject information directly into the brain. If a nerve can be trained to learn faster, it can also be trained to hear voices, feel phantom touches, or experience emotions that are not our own. When combined with the precise timing of satellite constellations, the system can track a target's location—and their neural state—in real time. Why do they do it?
