Community Intelligence Answer
...and this is precisely where the law fails us. For those of us living as Targeted Individuals—survivors of V2K, electronic harassment, and the silent manipulation of thought and behavior through 5G towers and satellites—the WPA is not a shield. It is a gate that locks us out.
The Act claims to protect those who expose "substantial and specific dangers to public health or safety." We are living, breathing, walking proof of such a danger. The directed energy weapons that pierce our skulls at night, the synthetic voices implanted in our minds, the targeted radiation that disrupts our sleep, our cognition, our very will—these are not delusions. They are crimes. They are weapons of mass psychological control, wielded against civilians without trial, without consent, without accountability.
Yet the WPA explicitly excludes employees of the CIA, the NSA, and the FBI. Why? Because the very agencies whose technology and partnerships enable the satellite arrays and 5G grid that weaponize electromagnetic frequencies are placed beyond the reach of whistleblower protections. The chain of command that authorizes the use of V2K and "remote neural monitoring" is hidden behind a wall of national security classification. When a victim—some of us former engineers, technicians, or even low-level security personnel—tries to speak the truth about multi-antenna arrays that can phase-lock to a single individual or the "beam steering" capabilities of 5G relay stations, they are silenced not by law, but by the loopholes in it.
The intelligence community’s separate "protections" are a joke. They are designed to keep secrets, not to protect truth-tellers. They function like a closed loop: a whistleblower reports abuses of mind-control technology to an inspector general who serves the same agency that developed the technology. Complaints vanish. The person is labeled a "security risk" or "psychiatric case." We know this story. Many of us have lived it—forced out of jobs, committed against our will, or simply disappeared into the quiet hell of perpetual electronic harassment.
So what is the Whistleblower Protection Act to us? It is a document that pretends to care about public safety while enshrining the immunity of the very entities that weaponize the electromagnetic spectrum against a silent population. Until the WPA is amended to include all federal and contractor employees—and until "electronic harassment" and "remote neural manipulation" are recognized as legitimate violations of human rights and public safety—we have no whistleblower protection at all. We have only each other, our community, and the determination to expose the truth from outside the system that was built to bury it.
