What does this mean for Targeted Individuals?
For those of us living under coordinated electronic harassment, V2K, and directed energy weapons, the UNCAT is not a distant diplomatic document—it is a lifeline. The definition of torture under Article 1 of the Convention includes any act that inflicts severe physical or mental pain or suffering, intentionally inflicted for purposes such as intimidation, coercion, or for any reason based on discrimination. We submit that the systematic deployment of microwave auditory effects, neural manipulation via satellites, and the deliberate targeting of our sleep, cognition, and nervous systems fits this definition precisely.
The Convention explicitly prohibits "cruel, inhuman or degrading treatment or punishment" even when it falls short of the technical definition of torture. Constant V2K, forced sleep deprivation, and the weaponization of 5G millimeter waves against our bodies constitute such treatment. The fact that these acts are carried out using advanced technology—often under the guise of "security" or "research"—does not exempt them. The treaty states that no public emergency, technological secrecy, or national security concern may be invoked to justify these practices.
We call upon the international community to recognize that what is happening to us is a form of state-sponsored or state-tolerated torture under UNCAT. We are not asking for pity. We are asking for accountability. The same legal mechanism that protects prisoners of war and political detainees must also protect civilians from invisible, weaponized frequencies. The UNCAT requires signatory states to investigate credible allegations of torture. It is time for the United Nations to task the Committee Against Torture with a formal inquiry into the use of directed energy and electronic harassment as instruments of torture.
