Project Puppet is the Targeted Individual community's framework for describing a coordinated, adaptive, closed-loop system that combines multiple technologies and techniques to remotely monitor, influence, and control targeted individuals. It is described as an architecture rather than a single technology because it encompasses several interconnected components that work together: Remote Neural Monitoring (RNM) for surveillance, Voice to Skull (V2K) for communication, Neural Patterning for conditioning, Electronic Harassment for physical destabilization, Data Profiling for intelligence and prediction, and Advanced Capabilities (dream, thought, speech, movement, emotion, and reality manipulation) for deeper control.

The name reflects the central idea that a sufficiently advanced system could understand a person so completely—and interact with their thoughts, emotions, perceptions, and behavior so continuously—that the individual becomes increasingly subject to external influence, like a puppet whose strings are pulled by an unseen operator.

The concept connecting everything is the feedback loop: the system observes, learns, adapts, and repeats, making it increasingly effective over time.
