UNITED STATES — August 2026 — Targeted.Army, a Cognitive Freedom Coalition, today announced the launch of the Cognitive Freedom Congressional Record, a nationwide public-record campaign asking every current member of the United States Congress to state their position on Cognitive Freedom.
Outreach has now been initiated to congressional offices across the House and Senate. Each member has a dedicated public record that will track the campaign's outreach and, when provided, the member's confirmed position and direct statement.
The campaign asks a fundamental question:
Where does Congress stand on Cognitive Freedom?
Cognitive Freedom encompasses the principles of freedom of thought, mental privacy, mental integrity, human autonomy, cognitive liberty, and protection from non-consensual interference.
Why Cognitive Freedom Matters Now
Rapid advances in neurotechnology, artificial intelligence, brain-computer interfaces, neural-data systems, and technologies capable of increasingly sophisticated interaction with the human nervous system are raising questions that existing legal frameworks were never designed to address.
Who owns information generated by the brain? What constitutes meaningful consent when neural information is collected or processed? Should mental activity receive explicit legal protections? Where should governments draw the line as technologies capable of interpreting or influencing aspects of human cognition continue to develop?
These are no longer questions that should be left entirely to the future.
The technological trajectory is moving quickly, and its implications can be genuinely frightening. Targeted.Army believes governments should establish protections before technological capabilities outpace the laws intended to govern them.
Cognitive Freedom is therefore not being presented simply as a technology issue. It is a developing civil-liberties and human-rights issue with national and international implications.
Every Member Gets a Public Record
The Cognitive Freedom Congressional Record applies the same process to participating congressional offices.
Each member begins with a Pending status while the response period remains open. Congressional offices are asked to provide a clear position and are encouraged to provide a direct quote explaining the member's views.
A simple confirmation of support is sufficient to record the member as supporting Cognitive Freedom.
The campaign does not infer opposition from silence. No Response means no substantive response was received during the documented outreach period; it does not mean the member opposes Cognitive Freedom.
A 42-Day Public Outreach Process
The initial congressional outreach period lasts 42 days.
Targeted.Army will contact congressional offices at Day 0, followed by scheduled outreach at Day 7, Day 14, and Day 28. On Day 42, records for offices that have not provided a substantive response will be updated to No Response.
Responses received after the initial 42-day period can still be incorporated into the public record. The objective is to maintain an accurate record of what each congressional office has actually communicated—not to permanently characterize a member based on a missed deadline.
Local Newsrooms Will Be Able to Follow Their Members
The campaign is also designed to make the national question locally reportable.
Targeted.Army has identified local newspapers, television stations, and other news organizations associated with congressional members and their constituencies. Newsrooms will receive information allowing them to follow the record of the representatives and senators relevant to their audiences.
This gives local journalists a straightforward question to pursue independently:
Does our representative or senator support Cognitive Freedom?
As responses arrive, confirmed positions and attributable statements can become part of the public record.
Building a Record Before the Crisis
The central premise behind the campaign is that society should not wait until advanced neurotechnology produces a major controversy before deciding whether the human mind deserves explicit protection.
Technology frequently develops faster than legislation.
With something as fundamental as human thought, privacy, identity, and autonomy, waiting until after widespread deployment could be an extraordinary mistake.
The Cognitive Freedom Congressional Record is intended to begin establishing political accountability now—while there is still an opportunity to shape the rules governing the technologies of the future.
