The outreach letter addresses the President of the Government and provides copies for the Ministry of Foreign Affairs, European Union and Cooperation, the Ministry for Digital Transformation and the Civil Service, the Ministry of Science, Innovation and Universities, and the Spanish embassy in the United States.

The draft gives Spanish officials a structured starting point for examining cessation, sovereignty, privacy, mental autonomy, evidence preservation, investigation, consultation, and a formal government response.
