The outreach letter addresses the Prime Minister and provides copies for the Ministry of Foreign Affairs, the Ministry of Digital Development and Information, the Cyber Security Agency, the Personal Data Protection Commission, and the Singaporean embassy in the United States.

The draft gives Singaporean officials a structured starting point for examining cessation, sovereignty, privacy, mental autonomy, evidence preservation, investigation, consultation, and a formal government response.
