The outreach letter addresses the Prime Minister and provides copies for the Ministry of Foreign Affairs, the Ministry of Education and Research, the National Cyber Security Directorate, the data protection authority, the Romanian Ombudsman, and the Romanian embassy in the United States.

The draft gives Romanian officials a structured starting point for examining cessation, sovereignty, privacy, mental autonomy, evidence preservation, investigation, consultation, and a formal government response.
