The outreach letter addresses the President and provides copies for the Secretariat of Foreign Affairs, the Secretariat of Science, Humanities, Technology and Innovation, national cybersecurity and data protection authorities, the National Human Rights Commission, and the Mexican embassy in the United States.

The draft gives Mexican officials a structured starting point for examining cessation, sovereignty, privacy, mental autonomy, evidence preservation, investigation, consultation, and a formal government response.
