The outreach letter addresses the Prime Minister and provides copies for the Ministry of Foreign and European Affairs, Defence, Development Cooperation and Foreign Trade, the Ministry of Research and Higher Education, GOVCERT.LU, the data protection commission, the Ombudsman, and the Luxembourg embassy in the United States.

The draft gives Luxembourg officials a structured starting point for examining cessation, sovereignty, privacy, mental autonomy, evidence preservation, investigation, consultation, and a formal government response.
