The outreach letter addresses the President of the Council of Ministers and provides copies for the Ministry of Foreign Affairs and International Cooperation, the Ministry of University and Research, the National Cybersecurity Agency, the Data Protection Authority, and the Italian embassy in the United States.

The draft gives Italian officials a structured starting point for examining cessation, sovereignty, privacy, mental autonomy, evidence preservation, investigation, consultation, and a formal government response.
