The outreach letter addresses the Prime Minister and provides copies for the Ministry for Foreign Affairs, the Ministry of Culture, Innovation and Higher Education, CERT-IS, the Data Protection Authority, the Parliamentary Ombudsman, and the Icelandic embassy in the United States.

The draft gives Icelandic officials a structured starting point for examining cessation, sovereignty, privacy, mental autonomy, evidence preservation, investigation, consultation, and a formal government response.
