The outreach letter addresses the President and provides copies for the Ministry of Foreign Affairs and Human Mobility, the Secretariat of Higher Education, Science, Technology and Innovation, the Ministry of Telecommunications, EcuCERT, the data protection authority, the Ombudsperson, and the Ecuadorian embassy in the United States.

The draft gives Ecuadorian officials a structured starting point for examining cessation, sovereignty, privacy, mental autonomy, evidence preservation, investigation, consultation, and a formal government response.
